This is one of the important content provided under Decree 39/2016 / ND-CP which stipulate in detail about the implementation of the Law on Safety and Occupational Health 2015.
Accordingly, enterprises, cooperatives, household and organizations (collectively so called production facilities) have to meet the below specified conditions from 1st July 2016:

At the same time, the local medical staff must meet the following conditions: Have medical qualifications (including doctors, preventive medicine physician, Bachelor of Nursing, nurses, Nursing school, students) and have a certificate of expertise in occupational health.
For organizations which are not able to arrange medical staffs or to establish health department under the provisions above, they have to comply with the following provisions:
- Signing contracts with clinics and treatment facility to provide enough medical staffs as stipulated above; presence at the production facilities upon the occurrence of an emergency within 30 minutes for the plains, towns, cities, and within 60 minutes for mountainous and remote areas.
- Inform the above clinics and treatment facility with the standard form in Annex XXII issued with Decree 39/2016 / ND-CP of the Provincial Health Department, which has its headquarters facility.
